Description/Background:
In 2016, the City decided to codify its general ordinances, and in December 2016, it issued a request for proposal to identify and contract with an experienced and qualified codifier of municipal codes to codify and publish the City’s general ordinances. In early 2017, the City awarded a contract to Municipal Code Corporation (“Municode”) to codify the City’s ordinances, to publish an on-line version of the codification, and to provide supplemental upkeep or maintenance services to the codification. Since then, the City’s ordinances have undergone significant review by the City Attorney’s office and other City departments. Municode prepared a draft of the codification which underwent further review by the City Council and the City’s other departments, including the City Attorney’s office. Based on that collective review, staff has made minor non-policy revisions targeting stylistic concerns, non-substantive clarifications, and eliminating redundancies that do not change the underlying policies or meaning of the code, but allow for better understanding and usage by the public and staff. If adopted, the codification will be known as the “Sandy City Municipal Code.”

The proposed Sandy City Municipal Code includes all ordinances adopted by City Council prior to February 1, 2019. If adopted, all ordinances adopted after February 1, 2019, will be deemed to amend the code and Municode will supplement the on-line publication with such ordinances on a periodic basis.

The Community Development Department submitted Title 15A, the Land Development Code, to the Planning Commission on September 5, 2019 for its review and recommendation.
