Administration recommending further Council discussion and direction surrounding the possible sale of naming rights for the Alta Canyon Sports Center

Description/Background:
On September 20, 2022 The Council adopted Resolution 22-43C which, among other things, directed City Administration to "take all steps necessary to pursue funding from intergovernmental partnerships, private sponsorships, other private sector partnerships and for the naming rights associated with the Alta Canyon Sports Center and to bring back a parameter’s resolution before the council, if and when such resolution becomes necessary."
Upon further research, and to more efficiently develop a parameters resolution, the Administration has a series of policy issues that they're requesting further council discussion and direction on. Please review the attached issues for council discussion.
Further action to be taken:
Following council discussion and direction on the attached policy issues the administration will develop a naming rights policy and a parameters resolution for the naming rights of the Alta Canyon Sports Center, should one be needed.

The Council should discuss the policy issues identified by the Administration. Any direction to the Administration by the Council should be given via formal motion.
