Description/Background:

This is a public hearing on the increase of total appropriations within the Capital Projects Fund for Fiscal Year 22-23.

The attached resolution has three parts:

Part 1 appropriates $7 million for phase two of the Public Works Facility, $1 million for the design of Fire Station 31, and $3 million for the design of the ACSC.

Part 2 initiates the formal process of pursuing outside funding for ACSC, including the sale of naming rights. Selling naming rights involves an open, public process, where the City would advertise, select, and secure a partnership that works for Sandy.

Part 3 expresses the City’s intention to provide a share of the funding required to rebuild or remodel ACSC. While the resolution does not appropriate the funding it declares the council’s intention to pledge at least $20 million towards ACSC in the future. One purpose of expressing this intention, is to prove to potential providers of outside funding that the city is serious about the rebuild/remodel of ACSC.


Fiscal Impact:
The fiscal impacts of this resolution are described in Exhibits A, B, and C of said resolution.

Further action to be taken:
Resolution 22-43C is only one step in the process. The council will be holding more public meetings to continue the dialogue surrounding City Facilities. Some upcoming discussions include:
