Description/Background:

Information regarding the ordinances established for the formation of the CDBG Citizen's Committee was presented to the City Council on 11/29/16. Staff had received interest from two residents to serve on the CDBG Citizen's Committee (see the attached resumes). The Committee is currently comprised of 8 residents (see the attached roster). Half of the members have been appointed by the Mayor, the other half by the City Council. This is slightly out of balance by the standards set forth in Ordinance #06-10, which establishes a ratio of 3 mayoral appointments to 6 council appointments. The charter of the CDBG Committee (as amended) requires at least 5 members but no more than 9. As such any new appointments would be set by the City Council.

 

During that meeting, the Council directed Staff to prepare an amendment that would allow expansion of the Committee from 9 to 11, and thereby allowing 4 Mayoral appointments to 7 City Council appointments. Staff was also directed to expand the opportunity to allow residents to serve on the CDBG Committee that do not live within the CDBG eligible areas.

 

The proposed new Ordinance implementing these changes is attached.

Staff recommends the Council make the following motion:

 

To approve Ordinance #17-02, which amends portions of Ordinance #06-10, #98-44, and Resolution #88-76C.
