Agenda Item Title:

Title

Second Reading: Council Member Nicholl proposing the adoption of Resolution 26-55C authorizing the City to investigate the construction of a new Police Department Public Safety Headquarters and to conduct a feasibility analysis and formal needs assessment for the project

Body

Presenter:

Council Member Kris Nicholl, District 3

Body

Description/Background:

Please review the attached memorandum.

Council Member Nicholl is proposing that the Council begin the process of planning for a new, purpose-built Public Safety Building to serve as the headquarters for the Sandy City  Police Department.

This proposal suggests that the council conduct a formal feasibility analysis and needs assessment for the project and target the 2027 General Election ballot, utilizing a General Obligation (GO) Bond to finance construction. It recommends that the city aim to begin construction in 2028.

Council Member Nicholl has requested legal review for her proposal from both the City Attorney's Office as well as Council Legal Counsel.

City Attorney Review:

"I don't have any legal concerns about the proposed resolution"

Council Legal Counsel Assessment:

See attachment titled "Cowdell Legal Review."

Fiscal Impact:

As written, this proposal would require the council to fund the feasibility analysis and needs assessment. The intended funding source for the project is a general obligation bond which, if it approved by voters, could generate property tax revenue equivalent to the cost needed to construct the facility.

Further action to be taken:

Adoption of the attached resolution authorizes the City to begin conducting the requested assessments.  Should a consultant be deemed necessary, the council may need to appropriate funding to conduct the assessments. A decision on a General Obligation Bond will need to be made by the Council in CY2027.
