Council Chair Houseman invited the public to participate in General Citizen Comment.

Kristin Yakamura pet pig. got ticketed. requested change in language in the ordinance.

paid ticket. thought the ordinance was changing. verbage did not get changed. Thought it

changed. But just got another ticket.

Pat Jones - dissect the issue carefully. Encouraged council to be speak up with your

thoughts on this project. everyone needs to hear each other's thoughts. Have seen your

fiscally responsible decision making is. Future councils may be less fiscally responsible.

Please package the bond carefully and project it into the future costs of the property.

Please inlcude all info on the voter phamphlet.

Dan Brady finance director for Intermountain. Reviewed dept budgets and project

submittals. we reminded ourselves that it is community money. YOu have made hard

decisions and good deliberation. Worried that this is a good idea but you are spending

the community's money. Uncomfortable with this. It's too vague.

Henry Buters thanked police chief for his response. she charged someone for stealing her

signs and she didn't get charged on her horses infraction. His opinion.

Steve Van Maren add language - any sale of this property must be used to offset bond.

eliminating too much parking. Generally support the administrations proposal.

Diane Nicholson let's go with the amount the survey people wanted - the amount to

purchase and lets imagine the possibilities.

The General Citizen Comment period is the time set aside for the public to comment on any City business,

including any item listed on tonight's agenda. General Citizen Comment will begin no earlier than 6:00 PM. Citizen

comment will also be taken during each Council Voting Item and each Public Hearing Item for comments related to

those items.

Each speaker is allowed three minutes during each comment period. A speaker may comment during multiple

comment periods, so long as the topic of the comment is different each time. No speaker will be permitted to

comment more than once during any individual comment period.

bond election for the purpose of submitting to electors of Sandy City a

proposition regarding the issuance of up to $30 million general obligation

bonds for the purpose of financing all or a portion of the costs of acquiring

the former Crescent View Middle School Property

RESOLUTION NO. 26-78C

Brett Neumann, Finance, resolution calling for a bond election - included in the packet for

the purchase of the crescent view middle school property. Highest amount is $30M.

Letter from the Mayor supporting $21M bond. Council can approve the resolution amount.

Recommended 21 year maturity. Residential impact for residents $60. For businesses

$100 - based on a $30 M bond. and _$42, $76__ for $21M. Timeline. Info to state by

August 20th. Public Hearing on Sept 22nd. Notice of election. Mailing of voter info

pamphlet. Posting of arguments and rebuttal arguments.

Council questions. followed. A lengthy Council discussion followed. Council provided

feedback and whether they supported the bond.

Next week resolution and bond language - bond amount and max length the bonds can

be amortized. broad purpose statement. Jason clarified what exactly the council would

need to vote on.

Council Chair took feedback on each council member's support.

Council expressed support for 21 years bond amortization.

Council expressed support for including language in the resolution that the city can sell

some of the land - has the option.

Each council member gave the number they want on the resolution. For Up to amount.

Jason read the proposed resolution to the Council.

Brooke D wants language that addresses annual O&M annual costs.

Cyndi Sharkey - thanked staff for coordinating the video shoot. Thanked PW and FD -

2023 record runoff year. City did great job preparing for potential runoff event. In her

neighborhood had a bad event. City saved one house from flood event. City removed

debris from Cottonwood Creek - thank PW and FD for agree gratitude from willow creek

neighborhood.

DF - Video is finalized and done. Video will be shared in council social and city social.

BC - Congrat PD for hosting great NOAC event last night. Attended ATT Fiber Launch -

exciting event. Thank you to Geneal Fox for all her service to PUAB and the city. on her

retirement.

MH - no

AS - congrats to Geneal. Appreciated the HCT tickets from the Council. CSD Luau for

teachers - represented the city council. SYC helped at the Sandy Club - helped at

Carnival. NOAC event - good event. SWAT, Caninie, VIPS, Victim Advocates. CDBG

allocated money for MileStone Housing - transitional housing for young adults 18-21. 97%

success rate transitioning young adults to independent living. Ribbon cutting for a second

home. They honored Sandy City for their CDBG funding support.
