Council Chair Brooke D'Sousa welcomed those in attendance. She also weclomed our  
new and returning Council Members Kris Nicholl, District 3 and Brooke Christensen,  
District 1.  
Council Member Brooke Christensen offered the Prayer.  
Council led the Pledge.  
Council moved to Item 1 on the Agenda.  
General Citizen Comment Period (No earlier than 6:00 PM)  
Chair D'Sousa invited the public to participate in General Citizen Comment.  
Rebecca Colley mentioned that it was a pleasure to attend the Council Oath of Office  
ceremony. She spoke about the responsibilities and role of Council.  
Council moved to Item 3 on the Agenda.  
Council Business  
Election  
Election of City Council Chair and Vice Chair  
1.  
Council elected a new Council Chair and Vice Chair who will serve until the first meeting  
in July 2026.  
Council Member Cyndi Sharkey was elected the Council Chair.  
Council Member Alison Stroud was elected the Council Vice Chair.  
A motion was made by Brooke D'Sousa, seconded by Kris Nicholl to approve the  
election of the Council Chair, Cyndi Sharkey, and Council Vice Chair, Alison  
Stroud...The motion carried by a unanimous voice vote.  
Council Chair D'Sousa acted as the Chair for the remainder of the Council meeting.  
Council moved to Standing Reports and heard the Recreation Center Construction  
Report.  
Informational Items

Mayor Zoltanski recommending, for Council Advice and Consent, the  
appointment of Ben Hill as the Sandy City Parks and Recreation Director  
Mayor Zoltanski recommended Ben Hill for the Director of the Parks and Recreation  
Department and requested Council consideration for Advice and Consent. Mr. Hill  
introduced himself to the Council and shared with the Council his background and  
experience with parks and recreation. Council questions and comments followed. This is  
an information item this evening.  
Council moved to General Citizen Comment.  
Mayor Zoltanski was excused from the meeting at 5:45 pm.

City Council Office recommending annually required Open and Public  
Meeting Act training.  
The City Council participated in the required annual training for Open and Public Meetings  
Act.  
Following the training, Council moved to Item 4 on the Agenda.

The appointment of Council Members as liaisons to various committees for  
the calendar year 2026  
Dustin Fratto, Council Director introduced the item. The Council Members selected the  
committees they will serve as the Council Liaison for the 2026 calendar year.  
A motion was made by Kris Nicholl, seconded by Marci Houseman to nominate  
Council Member Cyndi Sharkey to fill one of the committee liaison positions for  
the Legislative Policy Committee...The motion carried by the following roll call

Council convened a closed session in the Council Conference Room at 7:44 pm to  
discuss the purchase, exchange or lease of real property and the character and/or  
competence of an individual. The council meeting adjourned immediately following the  
closed sesson.

Standing Reports  
Agenda Planning Calendar Review & Council Office Director's Report  
Dustin Fratto, Executive Director: Next week we will be taking the Council photo  
following the meeting. The new director for WFWRD will present to the Council. The  
Council and staff will participate in required data privacy training next week. He also  
updated the Council on upcoming agenda items.  
Council Member Business  
Council Member Kris Nicholl thanked all who attended the Oath of Office Ceremony and  
also thanked staff for coordinating the event. It was an awesome event. It felt like a family  
event.  
Council Member Marci Houseman expressed appreciation to all who attended and  
organized the Oath of Office Ceremony for the incoming Council Members. She was  
thrilled to work with the new council members. She hoped the Council would again  
participate in a budget priorities workshop later this month or next. She spoke about the  
One Word Challenge and asked the Council if they would like to pick a word to guide  
them during 2026.  
Council Member Brooke Christensen thanked all who supported her re-election to the  
Council. She was excited to return to the Council and represent District 1.  
Council Member Brooke D'Sousa supported the One Word Challenge. She thanked staff  
for organizing the Oath of Office Ceremony and appreciated all those who attended. She  
was looking forward to working with her colleagues this year.  
Council Member Alison Stroud attended the retirement farewell for Dan Median, P&R  
Director. She also attending the Hale Centre Theatre signing ceremony signifying the  
payoff of the bond, seventeen years early. She also toured the new HCT education center  
and spoke about the excellent community partnership with Hale Centre Theatre which  
has had a significant impact on Sandy City. People from 48 out of 50 states purchase  
tickets for productions at HCT.  
Council Member Aaron Dekeyzer welcomed the new Council Members and was looking  
forward to working with them. He requested a recap of the Housing Workshop Series and  
asked if more direction was needed from the Council. He wanted Sandy City to lead out  
on housing.  
Council Member Cyndi Sharkey thanked the Council for electing her as the new chair.  
She was looking forward to working with a veteran Council who have all served as a  
council member in the past. She provided an update from the Salt Lake Convention and  
Visitors Board and spoke about the A/V contract the board was reviewing.  
Dustin Fratto, Council Director, told the Council that staff was in the process of compiling  
the final report from the housing workshops and would send the report out to the Council  
soon. He also thanked the Facilities staff for all their help with the Oath of Office  
Ceremony set up.  
Mayor's Report  
Ryan Mecham, Senior Policy Advisor, provided the Mayor's report. He provided an  
overview of the recent resident survey ranking the issues that is most important to them.  
Housing costs and affordability ranked very high in importance, as did local land use  
authority and water fees. He will forward the results of this survey to the Council.  
CAO Report  
Shane Pace, CAO, invited the Council to attend the Business Appreciation Luncheon  
sponsored by the Economic Development Agency on February 4th. He also invited the  
Council to a Fire Department swearing in ceremony on February 15th. On behalf of the  
Mayor, he thanked all who attended and helped with the Mayor's Oath of Office  
ceremony. He thanked Council Chair D'Sousa for her service over the past six months as  
the Chair.  
Council moved to Item 5 on the Agenda and convened a closed session.  
Recreation Center Construction Report  
Jetta Marrott provided an update on the construction of the new city recreation and  
community center.  
Council moved to Item 2 on the Agenda.  
Adjournment  
Council adjourned the meeting immediately following the closed session which was  
convened at 7:45 pm.
