Council Member Cyndi Sharkey welcomed those in attendance. The Chair welcomed the  
Sandy Exlporers to the meeting.  
Council Member Marci Houseman offered the Prayer.  
Sandy Explorer Post 9550 led the Presentation of Colors.  
Council moved to Item 1 on the Agenda.  
General Citizen Comment Period (No earlier than 6:00 PM)  
Council Chair Sharkey invited the public to participate in General Citizen Comment.  
Darin Butler with the Salt Lake Library in Sandy, spoke about the upgrades and  
improvements at the Sandy Library and invited the public to use the library resources.

Special Recognition  
1.  
Special Recognition of the Sandy Explorers for their performance at the  
ExCon Explorers Competition  
Mayor Zoltanski recognized Sandy Explorer Post 9550. This is the longest serving  
Explorer Post in Utah. She spoke about their valuable service to the community and  
acknowledged the Explorer Post for earning top place at a national competition for the  
Presentation of Colors. The Council acknowledged and thanked them for their service to  
the community and city.  
Informational Items  
2025 Annual Report from the South Valley Chamber of Commerce

Jay Francis, President of South Valley Chamber, presented a year in review of the South  
Valley Chamber. Mr. Francis introduced his team and reviewed the services the Chamber  
offers to its members. The Chamber supports businesses and members by offering  
leadership and learning opportunities throughout the years including: Women in  
Business, Business Boot Camp, Connect After Hours, and the Business Accelerator  
courses. Council thanked Mr. Francis and the Chamber team for all they do for our  
business community.  
Following the presentation, Council moved to general citizen comments.

Utah Department of Transportation providing a Cottonwood Canyons  
Transportation Update to the Council  
Devin Weder with the Utah Department of Transportation provided an update to the  
Council on the Cottonwood Canyons Transportation. He reviewed Phase 1 of the transit  
improvements in Little Cottonwood Canyon which include enhanced bus service, mobility  
hub, resort bus stop improvements, tolling and roadside parking restrictions. He also  
reviewed proposed improvements to Big Cottonwood Canyon and a timeline for  
implementation. Currently, Phase 2 and 3 of the transportation improvements are  
unfunded. Council questions and comments followed. The Council thanked Mr. Weder for  
his presentation.

A motion was made by Brooke Christensen, seconded by Alison Stroud to  
approve the Consent Calendar...The motion carried by a unanimous voice vote.

Agenda Planning Calendar Review & Council Office Director's Report  
Justin Sorenson reminded the Council that the One Sandy Awards was on Thursday. He  
also updated the Council on upcoming agenda items.  
Council Member Business  
Council Member Kris Nicholl mentioned that she requested a presentation from Public  
Works, which will be forwarded out to the Council.  
Council Member Brooke Christensen mentioned the Chamber sponsored program, Shark  
Tank was scheduled for April 25th. She spoke about a presentation on the Point  
Development that she attended. She attended the Canyons Education Gala which was a  
great fundraiser and event.  
Council Member Cyndi Sharkey thanked Interim Chief Arnold and Lynn Pace for  
participating in the recent Convention & Facilities Advisory Board meeting.  
Council Member Alison Stroud provided an update from the Sandy Historic Preservation  
Committee. Sandy Youth Council applications are open for the 2026-27 program year.  
The program is open to 10th - 12th grade students.  
Council Member Aaron Dekeyzer attended the Mayor's Committee on Intersection Safety  
and he provided an update from the meeting. The committee toured intersections and  
discussed proposed safety enhancements. He spoke about e-bike safety and spoke  
about an incident involving an accident between a student motorcycle rider and an  
automobile. He spoke about aligning our speed limits in the city and invited the Council to  
join him in his efforts to improve safety standards for automobiles, e-bikes, and  
e-scotters.  
Mayor's Report  
Mayor Zoltanski spoke about the importance of addressing the safety needs for e-bikes  
and e-scotters and the need to focus on a policy. She spoke about the warning issued by  
the American Academy of Pediatrics regarding motorized bikes and scotters. She  
thanked staff for their involvement in coordinating the intersection safety committee. She  
acknowledged the Canyons Education Foundation staff for their work on the gala. She  
attended the 20th anniversary of the Beehive Academy and events at Sunrise and Glacier  
schools. On April 11th, the City will partner with the Sandy library to hold a free America  
250 art event. This Friday is Good Friday. She wished all a Happy Easter.  
CAO Report  
Shane Pace, CAO, mentioned that the park restrooms will be opened this week.  
Recreation Center Construction Report  
Ben Hill, Parks & Recreation Director, provided an update on the construction of the  
Sandy Recreation Center.
