Description/Background:
Per Council policy: The City Council shall review and re-adopt its Rules of Procedure, including any amendments, by majority vote, each calendar year no later than the last regularly scheduled Business Session Council Meeting in February (February 27th).
Over the past few meetings the Council has directed staff to include the following amendments to the rules of procedure:
A. Replace the requirement of annual review and re-adoption of the Rules of Procedure with the requirement to receive training on and then review the Rules of Procedure every even numbered calendar year.
B. Combine Work and Business Sessions.
C. Replace eComment with the Citizen Comment Email.
Attached to this agenda item is (1) Resolution 24-08C, which includes a clean version of the council rules of procedure, including the above-listed amendments; and (2) A redline version of the same amendments.
Further action to be taken:
This evening staff is looking for formal adoption of Resolution 24-08C and the council rules of procedure. Following adoption the new rules of procedure will be provided to the council, legal counsel, published on the City Council Website, and a copy will be posted in the council chambers.
