Description/Background:
A Transportation Master Plan provides guidance for future transportation improvements based on projected needs and anticipated development. Utah Code requires that Sandy City's General Plan include a chapter addressing transportation. In 1996, Sandy City approved a Transportation Master Plan as an update to the transportation chapter of the Sandy City General Plan. The Transportation Master Plan was updated again in 2009. The Public Works Department has been working with a consultant team for approximately a year to prepare another update to the City's Transportation Master Plan, and is now proposing that the Sandy City Transportation Plan (2021) be approved. A supplemental study (Sandy Downtown Transportation Master Plan) of The Cairns area was also prepared, and it is considered part of the Sandy City Transportation Plan (2021). The proposal would amend the General Plan, replacing the 2009 Transportation Master Plan with the proposed plan as the required transportation chapter.

A public hearing was held with the Planning Commission on January 21, 2020. The Planning Commission, by a vote of 7-0, forwarded a recommendation to the City Council to adopt the Sandy City Transportation Master Plan (2021), including the Sandy Downtown Transportation.

Fiscal Impact:
Approving the plan would have no direct fiscal impact. However, the proposed Transportation Master Plan recommends future projects and identifies their associated cost estimates. Projects are classified in phases based on the proposed timeframe for completion. The City would need to identify funding sources to carry out the recommended projects.
