Description/Background:

Active transportation is, generally, any form of self-propelled or human-powered transportation or mobility.  Active transportation has become an important component in meeting transportation needs, and associated goals (safety, health, air quality, etc.), according to regional planning for the Wasatch Front (2019-2050 Regional Transportation Plan).  In 2019, Sandy City received a grant from Wasatch Front Regional Council, who is responsible for regional transportation planning, to conduct a city-specific active transportation plan.  A consultant team, including Parametrix and Avenue Consultants, was hired to prepare a plan.  Following public engagement and expert analysis, a draft Active Transportation Plan has been prepared and is now being processed as a proposed addition to the Sandy City General Plan.  The proposed Active Transportation Plan concludes with a list of projects that, when completed, would form a comprehensive active transportation network.

Fiscal Impact:

Approving the plan would have no direct fiscal impact.  The proposed Active Transportation Plan recommends projects that would have associated project costs.  The City would need to identify funding sources to carry out the recommended projects.

Further action to be taken:

Following a recommendation by the Planning Commission, the item will be presented to the City Council for review and a final decision.

Staff recommends that the Planning Commission forward a positive recommendation to the City Council to approve an amendment to the Sandy City General Plan to add the proposed Active Transportation Plan.
