Council Office requesting discussion and direction on legal services contract.

Description/Background:
The City Council has a legal services contract with Cowdell Woolley which expired on June 30, 2020. Staff recommends that the Council decide whether or not it desires to retain independent legal counsel, and if so, how it would like to procure services. Options may include:
1. Do nothing.
2. Issue a new RFP for legal services.
3. Renegotiate with existing firm (assuming firm's interest).
If direction is given to pursue or renew legal services, staff also recommends that the Council consider and discuss its legal services policy to determine in advance whether any changes are required. If direction is given to pursue renewal of the current legal services contract, it's recommended that you allow staff to negotiate terms.
