Description/Background:
On January 21, 2020 during the Mayor/CAO Report, staff from the Public Works Department, Administrative Services, and Communications delivered an unscheduled presentation about changes to the spring and fall bulk waste program. As the presentation had not been scheduled for the regular agenda, was the first time the Administration let the Council know about any changes, involved significant program alterations, failed to provide for public comment, and led to the delay of other scheduled agenda items, the Council Chair and Executive Director noted that the item would be rescheduled for an upcoming agenda.
Utah Code Section 52-4-202(6)(a) requires that an agenda, "provide reasonable specificity to notify the public as to the topics to be considered at the meeting. Each topic shall be listed under an agenda item on the meeting agenda." That criteria was not met by the Mayor's January 21 report.
The purpose of this February 4, 2020 item is for official Council consideration of the changes to the program announced by the Mayor and staff on January 21, and also to take public comment.
Fiscal Impact:
The fiscal impact of the changes to the bulk waste program are unclear.
Further action to be taken:
The Council may take any action it deems appropriate as a result of the discussion.
