Description/Background:
Earlier this year the Council discussed HB 411 and received a presentation from the Salt Lake City Sustainability Department. In addition, the Council heard a presentation from Rocky Mountain Power about HB 411, as well as a presentation from City Administration about other sustainability efforts on October 8, 2019. The deadline for adopting a resolution is December 31, 2019. Council Member Robinson is requesting a formal vote whether or not to move forward with the HB 411 program, the Community Renewable Energy Act.
Should the Council desire to adopt the participation resolution, it is recommended that paragraph 2 be deleted or at least amended to express the City's desire to work toward an agreement with Rocky Mountain Power, but not yet obligate the City to enter an agreement before the details of the agreement are known.
Recommendation
Motion to approve participation in the Community Renewable Energy Act as outlined in House Bill 411, and to direct staff to finalize the draft resolution included with this agenda item for formal adoption on the December 10, 2019 City Council agenda.
