City Council Office requesting further direction on the Sandy Utility Assistance Program

Description/Background:
On September 5th the Council requested an analysis of the Sandy City Utility Assistance Program. On November 21st Council Staff presented analysis and possible scenarios for the utility assistance program for the council to review. For any further effort to be successful, first, the following policy questions must be answered by the Council:
1. Should Sandy City update its utility assistance program?
If so:
1. Is it the goal of the Council to increase the number of Sandy residents enrolled in the program? (~50 Sandy Residents currently enroll each year).
2. Is it the goal of the Council to increase the dollar amount of assistance for Sandy resident's who are currently enrolled in the program? (currently enrolled Sandy resident's receive ~ $217 of assistance annually).
Further action to be taken:
Specific direction from the Council on each of the above policy questions.
