Description/Background:
On March 1, 2016 the City Council took steps to rebudget a portion of the projected year end revenue surplus. On March 18, 2016 the Council adopted Resolution 16-18C which included a $50,000 appropriation in the nondepartmental budget for a staffing study. On May 17, 2016 the Council discussed a draft request for proposal (RFP). Following that discussion, staff issued the RFP with a submittal deadline of June 24, 2016. Six proposals from various consulting firms were submitted. Council Office and Administrative staff have been reviewing the Request for Proposals.
At this point the Council staff recommends that the City Council not immediately proceed with a contract for services. Review of the proposals suggests that the study would not be successful without key data points from the computer aided dispatch system. It is not clear that the City will be able to provide the needed data to potential vendors. Staff would like to continue examining the available data internally and report back to the Council at a later date.
