Description/Background:

Senator Kevin T. Van Tassell has introduced Senate Bill 97 which modifies a provision of the Open and Public Meetings Act.  A copy of the legislation is attached.  The bill eliminates the requirement for written meeting minutes if an online, indexed, navigable recording is available to the public.  The Sandy City Council currently meets all of these requirements through the Granicus agenda management system.  The Council Office would still utilize our Live Manager software and Granicus minutes module to record Council motions and votes but would no longer summarize Council discussion and public comments for each agenda item as is currently required.  All of the information typically summarized in the minutes including vote action, staff reports, supporting attachments, and indexed audio is already provided through the agenda management system.  A suggested support letter is attached.

Utah Open and Public Meetings Act Section 52-4-203

 

Fiscal Impact:

No fiscal impact.  However, the Council Office estimates that ceasing traditional minutes could free up as many as 10 to 15 hours per week which would be reprogrammed to other higher priority activities.

Monitor legislation and report back.
