Description/Background:
In 2023 the City Council approved an ordnance enacting section 3-1-9 of the Sandy Municipal Code, Equitable Participation in Events by City Officials (the Ordinance). Subsequently, the Council adopted a procedural guide entitled: Policies and Procedures for participation in events by City Officials (the policy). This evening we are proposing amendments to the Policy.
Please review the attached memorandum and redline. Our proposed amendments to the policy include the following:
1. Elimination of Subsection I.B.(4) and Preservation of Policy Integrity
We believe subsection B(4) to be unnecessary to the policy’s proper function, it introduces redundancy and ambiguity. More importantly, it creates a discretionary gap that could allow for circumvention of the policy’s core mandate of equitable distribution between branches. Its removal is necessary not only as a cleanup measure, but also to preserve the policy’s legal and operational integrity.
2. Administrative Adjustment for Ticket Processing (Subsection III.C.)
Based on staff feedback, certain provisions of the current policy have proven cumbersome and overly rigid. These amendments introduce limited administrative flexibility to alleviate burdens on professional staff, allowing for more efficient compliance without compromising the policy’s intent
