Description/Background:
City Council directed administration to develop a hobby permit for large animals for Council consideration. The intent is to create a code amendment for a large animal hobby license that will allow the qualifying licensee to maintain more than four horses on a residential lot within an “A” designated zone. The number of large animals not to exceed the maximum number permitted by zone. Standards for care and animal welfare are to be included in the permit requirements. Please review the attached memorandum and draft amendments.
During the 2/14 meeting when the large animal hobby license was presented the council, it was suggested that the license be referred to as a Horse Hobby License instead of a Large Animal Hobby License. There was also discussion surrounding the number of foals that the license should allow. Staff has made edits to the proposed code amendment to reflect both of these discussion items.
