Description/Background:
Last year the Council amended its policy on the Election of Council Officers to directly elect a Chair and Vice Chair. Under the previous policy the Council officers rotated on a seniority basis.
Council Member Cowdell requests that the Council readopt the rotation system for election of officers with the following amendments:
1. The language, "Newly elected or appointed Council members could serve as chair only after all other with greater seniority first serve in a full rotation set," is deleted.
2. The requirement for the Vice Chair to serve as the Planning Commission liaison becomes an option for the Vice Chair.
3. Obsolete language regarding the office of Secretary is deleted.
If the Council chooses not to readopt the rotational policy, Council Member Cowdell requests the Council amend the the current policy on the Election of Council Officers so that, "the Council Member with the largest number of votes becomes the next Chair." In the event of a tie after three ballots, the incumbent Chair remains in that position for the next six months.
