Sandy City is beginning a comprehensive update to the Land Development Code (Title 21). With a generous grant from the Wasatch Front Regional Council, Sandy City has hired an experienced consultant team from Psomas to assist with this project. This kickoff meeting is intended to provide an overview of the project for the City Council and Planning Commission. The project is anticipated to be completed in two years, with project updates at joint City Council and Planning Commission meetings on a regular basis throughout this process.
Sandy City recently adopted a new general plan: Pace of Progress, Sandy City General Plan 2050. Some of the key features of the plan are the development of missing middle housing, redevelopment along key transportation corridors, transformation of neighborhood activity centers, and implementation of station area plans. However, the current land development code lacks enabling language to facilitate this type of development. As such, code updates are needed to translate that vision into regulations that will guide future development in the city.
Furthermore, the last major update to the Land Development Code was almost 20 years ago. Since that time, there have been a variety of code changes to address specific needs and state law changes; however, piecemeal code amendments have created structural and organizational challenges that need to be addressed in a wholistic manner. A comprehensive update to the code will provide consistency the city’s new General Plan, provide consistency with state law, modernize, streamline, and improve the organizational framework of the entire Land Development Code in Title 21.
