Description/Background:
In the Sandy City Council Meetings Rules and Procedures Policy, Section 2(g), it is stated: "If properly placed on the Council Meeting agenda, any member may motion to rescind or amend an action of the Council."

Council Member Houseman would like the Council to renew and amend the motion made on December 20th that led to the adoption of Ordinance #22-18. She would like more time to consider the impacts of Ordinance #22-18 and the related Large Animal Hobby License currently being considered by the Council prior to either taking effect. The motion made on December 20th was as follows:

A motion that the Council adopt Ordinance 22-18 amending the effective date of the ordinance to be "March 1, 2023, or upon the adoption of an ordinance that creates a large animal hobby license, whichever comes first." The Council further directs the administration to prepare for council consideration, no later than February 1, 2023, an ordinance that amends Chapter 12-2 of the Animal Services Code to create a large animal hobby license for residential properties, throughout Sandy City, where more than 4 large animals are kept.

Council Member Houseman is proposing that the motion be renewed and then amended in order to change the effective date of Ordinance 22-18. As the council did not receive a formal presentation on the Large Animal Hobby License until February 14, 2023, she believes that additional time to consider it is warranted prior to Ordinance #22-18 taking effect. She proposes that the Council consider amending the motion adopted on December 20, 2022 as follows:
