Review and Adoption of Standard Specifications and Details for Municipal Construction

Description/Background:
The City Council approved Ordinance 18-03 last year which adopted the City’s Standard Specification and Details for Municipal Construction. The city is required to update these on an annual basis. The 2019 Standard Specifications and Detail for Municipal Construction have several minor edits/additions. These include:
- Restricting all native fill material meet an A1A specification, previously A-1, A-2, and A-3 (Section 02230)
- Adding a line that all bituminous paving course (asphalt) has a maximum of 15% RAP (Recycled Asphalt Product) (Section 02503)
- Clarifying pipe bedding comment on detail PB-01
- Correcting several references to 2017 details (These were renumbered in 2018, not all references were updated)
- Requiring quick set concrete for all manholes rings on arterial or collector roadways.
- Updating the ADA ramp details to match current UDOT and ADA standards.

Recommendation
The Sandy City Public Works Department recommends that the Planning Commission forward a positive recommendation to the City Council to adopt the proposed changes to the Sandy City Standard Specifications.
