Description/Background:

Per Council policy: The City Council shall review and re-adopt its Rules of Procedure (attached), including any amendments, by majority vote, each calendar year no later than the last regularly scheduled Business Session Council Meeting in February (February 27th).

 

While the council may choose to re-adopt its rules of procedure "as is," members of the Council or staff may suggest amendments. The following amendments have been attached to this item and are being proposed to the council this evening:

 

Council Member D'Sousa Proposed Amendments

A. Replace the requirement of annual review and re-adoption of the Rules of Procedure with the requirement to receive training on and then review the Rules of Procedure every even numbered calendar year (Redline attached)

 

 

Further action to be taken:

This evening staff is looking for direction on which of the amendments above to include in a final draft of the Council Rules of Procedure, which the council should adopt via resolution on February 27, 2024.

 

Over the coming week, the council should consider taking the following steps:

 

1. Continue to review the existing Rules of Procedure.

2. Consider the recommended changes provided by Council Members and Staff (attached).

3. At the February 20, 2024 meetings, the Council should give staff additional specific direction, via motion, as to which amendments to bring back for final Council consideration at the February 27, 2024 meeting, where the Council should readopt its rules of procedure, including amendments, via resolution.
