Description/Background:

Winslow Burton, on behalf of EmpoweringU (applicant), is requesting a change of the zone district on lot 1 of the Sandy Rite-Aid Subdivision (2.1 acres) located at 11339 S. 700 E. from the CvC Zone ("Planned Center-Convenience District") to the PO Zone ("Professional Office District"). The commercial building on the property was previously approved as a hair design school. The applicant would like to lease a portion of the existing building to operate an adult daycare program for disabled adults.

 

A neighborhood meeting was held on June 12, 2025. The application was presented to the Planning Commission in a public hearing on July 17, 2025. The Planning Commission, by a vote of 7-0, forwarded a positive recommendation regarding the application to rezone the subject property to the PO Zone.

Fiscal Impact:

It is Staff's opinion that, based on the concept plan, the fiscal impact of the proposed project to the City would be minimal.

 

Further action to be taken:

The action requested by the Application is a rezone, a legislative item, being presented to the City Council, as the final decision-maker, on August 5, 2025 as an informational item and on August 26, 2025 for action.
