Description/Background:

Council Member Houseman is requesting council consideration of her proposal to add language to Title 4 of the Sandy Municipal Code. The legislative body has the authority to adopt and control the budget. Personnel costs make up a significant portion of our total expenditures and as such it is important for the Council to involved in the authorization of all full time benefited positions. This proposal adds language to our municipal code that asserts the Council's statutory authority to set and limit staffing levels. This language does not apply to non benefited positions and provides a mechanism for staffing to be increased during a fiscal year if deemed necessary by the Council. The attached memo and code language provides additional detail. The proposal clearly indicates that a public hearing would not be required to amend the staffing schedule unless additional appropriations were required.
