Description/Background:

Per Council policy: The City Council shall review and re-adopt its Rules of Procedure (Exhibit A), including any amendments, by majority vote, each calendar year no later than the last regularly scheduled Business Session Council Meeting in February (February 15th).

 

While the council may choose to re-adopt its rules of procedure "as is," staff has suggested some additional amendments as outlined below:

 

The council might consider allowing the adoption of resolutions of recognition as a method of helping to level out the length of work v business sessions.

 

There are regular instances when work or business session sub categories need to be reorganized due to accommodating the schedule of an outside presenter or some other unforeseen circumstance.

 

 

Further action to be taken:

This evening the council should consider taking the following steps:

 

1. Consider the changes recommended by staff in Exhibit A.

2. Members of the Council should bring forward any additional amendments to the Rules of Procedure that they feel are warranted.

3. The Council should give staff specific direction, via motion, as to which amendments to bring back for Council consideration in February.

 

On February 21, 2023 the Council will review its Rules of Procedure, including any suggested amendments, during a business session.  Following Council review, the body shall re-adopt the Rules of Procedure including any desired amendments.
