Description/Background:

This was originally presented to the Council during a first reading on May 12, 2026. Please review the attached memorandum, state code reference, Ordinance (including attachments), and redline (changes proposed by Council Member Houseman) and blueline (changes recommended by City Administration) edits to the first reading proposal made on May 12.

 

This is a second reading that proposes amendments to Title 4 of the Sandy Municipal Code.  The amendments are meant to ensure clarity as to the councils authority to define city departments and divisions, including their functions and duties.  The proposed new Chapter 4-8 defines the functions and duties of the Communications Division.

 

Additional Title 4-8 amendments to those proposed during the May 12 council meeting are being recommended.  The original Title 4-8 proposal has been amended.  Those redline and blueline edits can be reviewed in the attached document titled "Title 4-8 Changes to First Reading Proposal."

 

Ordinance 26-48 is attached for Council consideration and possible adoption.  The Ordinance includes 4 exhibits (A-D):

- Exhibit A: Final redline amendments to Title 4-4

- Exhibit B: Final clean Title 4-4

- Exhibit C: Final redline addition of Title 4-8

- Exhibit D: Final clean Title 4-8
