Description/Background:

On May 30, 2023 The City Council adopted a policy requiring periodic administrative management studies.  Later in the year the Fire Department was selected as the first department to be studied.  An request for proposals (RFP) was drafted and published and vendors began submitting proposals this past fall.  Following review of the proposals and interviews Public Consulting Group (PCG) received the highest score. Council Policy notes that the vendor who receives the highest score shall be awarded the contract.  Staff is currently finalizing a contract with PCG.  The RFP requires a presentation and overview of the study be presented to the Council prior to beginning of the study.  PCG is here this evening to present their plan to the council and to the public attending the meeting.  This is also an opportunity for the council to ask any final questions that they may have for the vendor before the study begins in January of 2024.

 

Staff is also looking for direction from the council to finalize and execute a contract.

 

 

Further action to be taken:

Following Council direction, a notice of award will be issued and a final contract with PCG will be executed by staff.

Recommendation

I motion that we direct staff to issue the notice of award to Public Consulting Group and to execute a contract between Sandy City and Public Consulting Group to conduct a general management and operations study of the Fire Department in 2024.
