Description/Background:
Sandy City Administration is working on preparing the code for re-codification and in the meantime, also working on finding a suitable vendor to first, assist with the re-codification of the city's code and ordinances, and second, publish the city code in an on-line format that is user-friendly, and provides numerous features helpful to elected officials, the public, and the staff.

Attached is an outline of the Request For Proposals. This outline shows the types of features we are considering for the published code. We would like the City Council's input on what features in the published code are important to them as Councilmembers. For example, is it important to you as a Councilmember that you be able to make footnotes to the code, or that the code be linked to the minutes from the council meeting when the ordinance was approved? These features may be provided by some vendors and not others. They may be an added cost for some vendors. The RFP process will attempt to determine this information and give a fair comparison when choosing a vendor.

Applicable Goal:
It is the goal of the City to have a single place where all users can access the city's laws in an organized and searchable manner and that this be made available to all residents and users through an on-line service.

Fiscal Impact:
The Sandy City Council appropriated $50,000 in the current fiscal year (FY17) to re-codify and publish the city code. Additional funding may be needed once vendors have responded to the RFP with their pricing proposals, and once the city has determined which features we desire and are willing to pay for in the published code.
