Description/Background:
On May 30, 2023 The City Council adopted a policy requiring periodic administrative management studies. Later that same year the Public Utilities Department was selected as the department to be studied in 2026. A request for proposals (RFP) was drafted and published and consultants began submitting proposals this past fall. Following review of the proposals and interviews Matrix Consulting received the highest score. Council Policy notes that the vendor who receives the highest score shall be awarded the contract. As such, a notice of award was provided to Matrix Consulting and staff is finalizing a contract. Staff is looking for direction from the council to finalize and execute a contract.
Further action to be taken:
Following Council direction, a final contract with Matrix will be executed by staff and the study will begin in early 2026.
