Description/Background:

Plumb Holdings LLC (Applicant) has submitted an application for a zone change of five parcels (approximately 65.95 acres) located at approximately 8968 S. 1300 E. from the A-1 Zone ("Residential/Agricultural District"), R-1-8 Zone ("Single Family Residential District"), and R-1-20A (Single Family Residential District") to the R-1-10 Zone ("Single Family Residential District").  The Application includes a concept plan that depicts 135 residential lots, a street network, a neighborhood park, and stormwater basins.

 

Fiscal Impact:

Based on Utah's tax structure, city property tax revenues from larger single-family lots are generally less than the associated costs to the city.

 

Further action to be taken:

The action requested by the Application is a rezone, a legislative item, being presented to the Planning Commission for recommendation to the City Council.  The City Council will make the final determination regarding the Application.  If the rezone is approved, a separate application would be necessary to process a subdivision for approval.

Alternatives:

1. Recommend that the City Council approve the zone change application from the A-1, R-1-8, and R-1-20A Zones to the R-1-10 Zone.

2. Recommend that the City Council approve the zone change application and include a zone change of three adjacent A-1 Zone parcels (approximately 2.7 acres) owned by the City and the eastern portion (approximately 0.4 acres) of a R-1-20A Zone parcel owned by the City from the A-1, R-1-8, and R-1-20A Zones to the R-1-10 Zone.

2. Recommend that the City Council not approve the zone change application from the A-1, R-1-8 Zone, and R-1-20A Zones to the R-1-10 Zone.

3. Table the decision for a future meeting.
