Description/Background:

Until the recodification of the Sandy City Municipal Code on October 1, 2019, certain streets in the vicinity of Alta High School were part of a residential parking permit program. However, after the construction of Corner Canyon High School, administration and enforcement of the permit parking program dissipated. The area still includes "No School Parking" signs that have since been deemed unenforceable if a vehicle is otherwise parked legally on the street despite the driver's destination. It is conceivable that patrons of the new 1,400 seat theater complex at Alta High will utilize on-street parking in the neighborhoods, exacerbating existing concerns of the residents.

 

On the November 19, 2019 agenda, the Council is considering the re-establishment of other residential permit parking programs inadvertently omitted from the Council's October 1, 2019 recodification. Given this agenda item and the plausibility that the Alta High theater complex potentially creates a different set of conditions for the neighborhoods, staff did not assume that the Council was prepared to automatically readopt a permit program for this area. If that remains the preferred solution after the Council's investigation, staff will prepare the requisite ordinance for adoption on a subsequent Council agenda.

 

Fiscal Impact:

According to the Public Works Department, the City Council considered a residential parking permit program in 2012. The costs of the project were then estimated at $30,000 to $50,000 primarily to install an estimated 166 new signs and remove the old posts which are not currently spaced correctly. The costs of the program would be higher today.
