Description/Background:
State law allows the City Council to convene a meeting electronically under certain conditions if the Council has adopted a "resolution, rule or ordinance" governing the use of electronic meetings. The Coucnil adopted an Electronic Meetings Policy in 2010.
The current policy is in need of an update. It requires Council Members to request electronic participation seven days in advance which is inconsistent with state law and unecessary given current technology. Also, the current policy does not allow the Council as a whole to meet electronically but requires that a quorum be physically present, and vote to establish an electronic meeting. The revised policy retains the relevant portions of the existing policy relative to noticing of an electronic meeting and contains two simple sections. Section 1 allows for the Council to meet electronically if properly noticed when a majority of Members cannot be physically present. Section 2 allows Members to participate in meetings remotely, encourages advanced notice of the need to participate remotely, but does not require the Council to vote to allow remote participation.
