Description/Background:
Per Council policy: The City Council shall review and re-adopt its Rules of Procedure (attached), including any amendments, by majority vote, each calendar year no later than the last regularly scheduled Business Session Council Meeting in February (February 27th).

While the council may choose to re-adopt its rules of procedure "as is," members of the Council or staff may suggest amendments. The following amendments have been attached to this item and are being proposed to the council this evening:

Council Member Dekeyzer Proposed Amendments
A. Place standing reports near the top of the agenda.
B. Update the process for speakers to comment and remove the requirement to fill out a "blue card."
C. Combine Work and Business Sessions (As proposed by staff, see staff redline).

Additional Staff Proposed Amendments
A. Combine Work and Business Sessions.
B. Replace eComment with the Citizen Comment Email.


Further action to be taken:
This evening staff is looking for direction on which of the amendments above to include in a final draft of the Council Rules of Procedure, which the council should adopt via resolution on February 27, 2024.

Over the coming weeks, the council should consider taking the following steps:

1. Continue to review the existing Rules of Procedure (attached)
2. Consider the recommended changes provided by Council Members and Staff (attached)
2. Members of the Council may bring forward any additional recommend amendments to the Rules of Procedure for consideration during the February 20, 2024 meeting.
3. At the February 13 and/or February 20, 2024 meetings, the Council should give staff specific direction, via motion, as to which amendments to bring back for final Council consid...
