Council office recommending that the council begin the annually required review of its Rules of Procedure

Description/Background:
Per Council policy: The City Council shall review and re-adopt its Rules of Procedure (attached), including any amendments, by majority vote, each calendar year no later than the last regularly scheduled Business Session Council Meeting in February (February 20th).
While the council may choose to re-adopt its rules of procedure "as is," staff has suggested some additional amendments as outlined in the attached memorandum.
Further action to be taken:
Over the coming weeks, the council should consider taking the following steps:
1. Review the existing Rules of Procedure (attached)
2. Consider the recommended changes provided by Staff (attached memorandum)
2. Members of the Council should bring forward any recommened amendments to the Rules of Procedure for consideration during the February 13, 2024 meeting.
3. At the February 13, 2024 meeting, the Council should give staff specific direction, via motion, as to which amendments to bring back for final Council consideration at the February 20, 2024 meeting, where the Council will readopt its rules of procedure via resolution.
