Each Council Member will also present any proposed amendments that they may have to the rules of procedure.

Description/Background:
Per Council policy: The City Council shall review and re-adopt its Rules of Procedure, including any amendments, by majority vote, each calendar year no later than the last regularly scheduled Business Session Council Meeting in February.

There are four files attached to this item:

1. A resolution.

2. The Rules of Procedure as they currently exist.

3. Council Member Mecham rules of procedure proposal redline.

Council Member Ryan Mecham is also proposing amendments to the Rules of Procedure:

a. Move public comment after 6:00 P.M. (Non time-certain). The Council will aim to open the oral General Citizen Comment period no sooner than 6:00 P.M.
b. Take oral and written comment on every council voting item.
c. Clarifies acceptance of both written and oral comments.
d. Note in our Rules of Procedure that a link to the video or audio recording of every City Council meeting shall be published on the appropriate city council social media sites.

4. Council Office suggested amendments to rules of procedure redline.

During the Council's initial review of the rules of procedure on January 24, 2022, the Council office suggested amendments as outlined below:

a. Permit the adoption of resolutions of special recognition during Work Sessions as a method of helping to level out the length of work v. business sessions.
b. Clarify the order of work and business session items to allow for the reorganization of sub categories to accommodate the schedule of an outside presenter or some other unforeseen circumstance.
