Description/Background:
Council Member Houseman is requesting council consideration of her proposal to add language to Title 4 of the Sandy Municipal Code. The legislative body has the authority to adopt and control the budget. Personnel costs make up a significant portion of our total expenditures and as such it is important for the Council to involved in the authorization of all full time benefited positions. This proposal adds language to our municipal code that asserts the Council's statutory authority to set and limit staffing levels. This language does not apply to non benefited positions and provides a mechanism for staffing to be increased during a fiscal year if deemed necessary by the Council. The attached memo and code language provides additional detail.

This is a first reading and no council action is required. Council Member Houseman is looking for council review, questions and feedback regarding her proposal. This item may be brought back for a second reading during a future council meeting.
