Description/Background:
On August 17, 2021 the Council adopted a timeline and incremental decision making process related to the future of the Alta Canyon Recreation Center. The initial topic of discussion, scheduled for September 14, 2021, is to address the governing structure of Alta Canyon. The City Attorney's office has included a review of the topic from a legal perspective (attached to this item), and Council Member Robinson has included a proposal for Council consideration (attached) which includes a draft resolution (also attached).
Attached to this agenda item are the following three exhibits:
1. Memorandum from Council Member Robinson addressing his proposal for the governing structure of the Alta Canyon.
2. Draft Resolution executing Council Member Robinson's proposal (this is a draft and should be vetted by the City Attorney's Office prior to any second reading)
3. Memorandum from the City Attorney's Office discussing the Councils options surrounding the governing structure of Alta Canyon.
Further action to be taken:
Council member Robinson is looking for Council direction and support to move his proposal forward for a second reading.

Recommendation
Motion to direct Council Member Robinson to move forward with his proposal including staff as necessary, and bringing back a fully vetted resolution for Council review and possible adoption during a second reading.
