Description/Background:

Spectrum Real Estate, LLC. (Applicant) has submitted an application for a zone change of approximately 0.83 acres, a portion of a parcel, located at 9107 S. Monroe Street from the R-1-40A Zone (Single Family Residential District, farm animals permitted) to the RC Zone (Regional Commercial District).  The Applicant has stated that there are no imminent plans to develop the property.  The City owns property in the area located at 9295 S. 255 W  At the request of the Mayor, the City is joining the Application to rezone a portion (1.60 acres) of the property from the PUD(8) Zone (Planned Unit Development, 8 units per acre) to the RC Zone (Regional Commercial District).  The City has recently approved a master plan for the area.  The Stadium Village Master Plan envisions a plaza and mixed use development on the subject property.

A neighborhood meeting was held on October 16, 2019.  The meeting was attended by the project contact, City staff, and the Community Coordinator.  No concerns were expressed.

Fiscal Impact:

Future development of the subject property for a commercial use will likely generate greater property tax revenue to the City than the property tax that would be generated from a low or medium density residential use.

Further action to be taken:

The action requested by the Application is a rezone, a legislative item, being presented to the Planning Commission to hold a public hearing and to forward a recommendation to the City Council.  The City Council will make the final determination regarding the Application.
