Body

Description/Background:

On November 4, 2026 Council Member Marci Houseman notified the City Council of her intention to resign her District 4 Council Seat as of 11:59PM on Sunday, January 3, 2027.

Her pending resignation started a clock, giving the Council 30 days to appoint her replacement, who will fill the remainder of her term through the end of 2027.

This evening staff will walk the council through the process that must be followed and the requirements that must be met in order to appoint a District 4 resident to the soon-to-be vacant seat on the Council.

Further action to be taken:

Qualified residents of District 4 may apply in person, with the City Recorder, through 5:00 PM on November 20, 2026.

The City Recorder will verify that each applicant meets the minimum qualifications for office under Utah Law.

Prior to December 1, 2026, the Council needs to adopt a resolution outlining the process that will be followed to break any ties.

On December 1, 2026, the Council shall interview every qualified applicant and appoint, via resolution, a resident of District 4 to fill the vacant seat.

The newly appointed Council Member, representing District 4, shall take office on January 4, 2027 and serve the remainder of the vacated term.
