City Council discussing ten year Administrative Department Management Study schedule

Description/Background:

On May 30, 2023 the City Council adopted a policy (attached) outlining and requiring periodic administrative management studies.  In part, the policy requires the following from the Council:

 

Within 90 days of the adoption of this policy, and then again, every 10 years beginning in January of 2030, the Council shall adopt a ten-year Management Study Schedule outlining which five City Departments and/or divisions will be studied that decade.  This schedule is meant to inform and prepare departments and divisions for their individual Management Study.

 

Tonight, the Council should discuss which departments or divisions will be studied during the following fiscal years:  2024, 2026, 2028, and 2030. During a future business session, Council Staff will bring back a resolution to formalize a schedule for the 2020's.

 

In the attached exhibit, you can see a breakdown of executive branch departments and divisions. In some cases, studying an entire department may be too big of a job.  It might be more prudent to select individual divisions within larger departments.

 

 

Fiscal Impact:

Each fiscal year, by policy, the Council is required to appropriate $50,000 towards Departmental Management Studies.

 

Further action to be taken:

Prior to September 30th of  Fiscal years 2024, 2026, 2028, and 2030 the Council Office Director will work with the City Council, the Administration, and departmental leadership to draft an RFP for that fiscal years study.

This is an opportunity for the Council to discuss which departments or divisions will be studied during the 2020's. Staff will bring back a resolution during a future meeting of the council.
