Description/Background:
The applicant, the Utah Transit Authority (UTA) is complying with the conditions of their original Conditional Use Permit approval in bringing an update of their Parking and Safety Plan to the Planning Commission for review and approval. A short summary, along with the full update and report, is included in the packet. Representatives from UTA will be at the Planning Commission meeting to discuss the report in full detail.

Condition #11(a) required a parking management plan to be put in place, and in part states that, “approval of the parking management plan shall then occur on a semi-annual basis for two years following the opening of the park and ride lot for use, then annually thereafter.” Since the opening of the facility, UTA has continued to work closely with staff, including the Police Department, in monitoring and addressing both parking concerns and safety concerns as they relate to the lot.

In reviewing the current report and data, it appears that crime incidents and parking issues have been adequately addressed by the applicant and that they work swiftly to address concerns of the residents as they pertain to their operations. The number of incidents (not including Public Order and Public Pease) remains fairly stable and close to those that existed prior to the opening of the station. There was an increase in 2016 to 49 incidents, but 25 of those were Public Order incidents (Ambulance/Medical; Assist Citizen, Other Agency, UTA; Fire; Personal Security/Welfare Check and Public Intoxication). The number of incidents decreased in 2017 to 29 with 20 of those being Public Order incidents and then up to 53, with 27 of those being Public Order incidents.
