Description/Background:

Kerri Nakamura spent 30+ years in public service, specializing at the intersection of public policy and budget. Kerri’s career includes time serving the Salt Lake City Council, Salt Lake City Mayor, Utah League of Cities and Towns, State of Utah, University of Utah, Salt Lake County Council, and most recently as Chief of Staff to the Salt Lake County Mayor. Kerri has operated an active consultancy for over 20 years. She advises clients, including governments, non-profit organizations, and small businesses, on performance improvement, strategic planning, public policy, budgeting, and grant acquisition and management.

 

This evenings training is meant to expand the Councils knowledge surrounding your role in the budget process in the Council/Mayor form of Municipal Government, with the following objectives:

 

- Deepen understanding of the Council’s role in a Mayor/Council form of government

- Explore tools for Council fiscal and policy oversight

- Deepen understanding of the municipal budget process, fund budgeting, and the Council’s role

- Deepen understanding of revenue planning with a special emphasis on property tax

 

This 3 hour training is timely in that it's immediately prior to the Council receiving the Mayor's Tentative Budget on May 5, 2026.

 

The attached presentation slides are near final draft, prior to the evening of the training additional amendments will be made to slides 34, 74, 75, 85, 103, 114, 129, 132, and 141 that include additional "Sandy Specific" data and examples.
