Description/Background:
In a June 28, 2022 City Council meeting, City staff presented revisions to Utah Code, specifically pertaining to moderate-income housing, as a result of House Bill 462. The Utah Code revisions require that Sandy City do the following:
• Select moderate-income housing implementation strategies from a newly revised list
• Prepare an implementation plan for each of the selected strategies
• Amend the General Plan to include a new chapter (Moderate Income Housing Element)
• Complete the above requirements and submit the Moderate Income Housing Element to the State by October 1, 2022
The City Council provided input regarding the revised list of moderate-income housing implementation strategies. Staff has since received additional input from the Mayor, Administrative Staff, and the City Attorney. Staff will also be seeking Planning Commission input in a meeting scheduled for June 21, 2022. Due to the fact that the Planning Commission meeting will occur after preparing this report, the documents included here do not yet reflect input from that body. However, during the staff presentation to the City Council on July 26, 2022, staff intends to provide a summary Planning Commission comments and/or revised documents that reflect their input.
HB 462 requires that priority consideration be given for certain State funding request applications to cities that have adopted at least six strategies.
