Agenda Item Title:

Title

Second Reading: Council Member Nicholl proposing funding a comprehensive feasibility analysis and formal needs assessment for a new, purpose-built, public safety headquarters.

Body

Presenter:

Council Member Kris Nicholl, District 3

Body

Description/Background:

On May 5, 2026, the Council adopted Resolution 26-55C (attached), stating its intention to investigate the construction of a new new public safety headquarters and authorizing the city to conduct a feasibility analysis and formal needs assessment.  The City conducted an RFP process for the study, but did not award contract, as the funding for the study was never appropriated by the City Council.

Council Member Nicholl is proposing that the Council use carryover funds presented this evening to fund the study. She recognizes the short time-frame available to hold a general obligation bond election in 2027 and instead proposes extending the timeline to the 2028 general election.

Fiscal Impact:

The cost of the study is $40,000 - 50,000 depending upon which consultant is selected. The intended funding source for the project itself, is a general obligation bond which, if it approved by voters, could generate property tax revenue equivalent to the cost needed to construct the facility.

Further action to be taken:

Carryover funds need to be adjusted by $50,000 to fund the study.

Recommended Action and/or Suggested Motion:

Recommendation

Motion directing staff to amend the presented Carryover Resolutions to include $50,000 for a comprehensive feasibility analysis and formal needs assessment for a new, purpose-built, public safety headquarters.
