Description/Background:
I originally presented this item to the Council on April 22, 2025 during a first reading. I included a memorandum which addresses the current limitations on brew pub establishments within Sandy City, specifically the restriction of these businesses to primarily the Cairns district. Based on recent research including discussions with City Council and Community Development (CD) staff, I am recommending that the City Council direct CD Staff to draft amendments to the municipal code to both streamline the process, lower the financial barrier to entry, and broaden the locations where brew pubs are permitted within Sandy. I believe that this expansion would likely encourage more of these businesses to locate within Sandy City, potentially enhancing economic development and offering additional amenities to residents.
After the feedback from the council I amended my proposal to request a recommendation from administrative staff on a scaled approach to expanding the permitted locations of brew pubs. I've also included direction for council staff to conduct a crime rate analysis. Please review the attached resolution for additional information on the policies I'm proposing, as well as additional information and reports that I'm requesting from administrative staff. Should the council adopt my policy, the executive branch will begin implementing it.
