Description/Background:
Council Member Nicholl is requesting council consideration of her proposal to add a new section to Chapter 4-5 (Human Resources) of the municipal code. The new section would be titled "Compensation Limitations for Elected Officials," and primarily addresses compensation adjustments and compensation eligibility for the mayor and council members.
This was presented to the Council as First Reading on January 20, 2026. This evening Council Member Nicholl is requesting that the Council adopt Ordinance 26-03.
Council Member Nicholl has updated her proposed amendment based upon comments received from the Council and city staff. Please review the attached "January 20, 2026 Memorandum" (This memorandum includes Council Member Nicholl's original draft amendment language) and "Ordinance 26-03" (This ordinance includes Council Member Nicholl's final recommended amendment language) for additional detail.
