Council review and consideration of the Public Utilities Department Management Study Draft RFP

Description/Background:
In 2023 the Council adopted policy requiring periodic administrative management studies. As part of that policy the Council adopted a 10 year schedule with the Public Utilities Department to be studied during FY25-26. Within the policy it states that "No later than September 30th of each even numbered fiscal year, the City Council Executive Director shall issue an RFP for a management study of the appropriate department. The Council Office, along with Public Utilities Department leadership have prepared a draft RFP and provided it to purchasing for their review. Exact dates and times within the RFP may change to accommodate schedules of the staff involved in the RFP process but won't materially effect the timeline.
Further action to be taken:
The Council should provide feedback and edits to the draft version of the RFP as you see necessary. Once the Council is happy with the RFP it should direct council staff to issue the RFP.
After the RFP is issued, per Council policy, a joint review team made up of various staff and each member of the Council will ultimately award a contract.

Its recommended the Council make a formal motion directing the Council Executive Director to move forward with the RFP as written OR as amended.
