Description/Background:

This is a continuation of the item first presented to the Council on August 9 by Dan Hartman.  The Central Wasatch Commission (CWC) is being created by Sandy City, Cottonwood Heights, Salt Lake City, and Salt Lake County as the successor entity for the Mountain Accord.  The CWC is being created to pursue the same objectives and assume the existing commitments and obligations of the Mountain Accord in a more effective structure.  Resolution 16-53c authorizes the Mayor to execute the Central Wasatch Commission Interlocal Agreement to create the CWC.  Resolution 16-54c authorizes the Mayor to execute the Interlocal Assignment, Assumption and Consent Agreement to transfer the existing funds, commitments, and obligations of the Mountain Accord to the CWC.   As with other Interlocal Agreements presented to the Council, each agreement is included as an exhibit to its resolution.

 

In the time since Dan Hartman's August 9 presentation, the CWC Interlocal Agreement has been modified to require approval from the legislative body of each CWC member before admitting any additional members or non-member commisioners to the CWC.  Other grammatical changes were also made.  The Resolutions authorizing the execution of both agreements are unchanged from that time.  Drafts of the agreements were still subject to minor revisions on August 9 and not available to the Council but were made available to the Council Office on August 31 through Legistar. The Interlocal Assignment, Assumption and Consent Agreement has not changed since it was made available to the Council on August 31. 

 

Fiscal Impact:

Adoption of Resolution 16-54c will only transfer Sandy's existing commitment to the Mountain Accord to the Central Wasatch Commission without increasing that commitment.  Sandy previously committed to contribute $300,000 over three years to the Mountain Accord; $100,000 has already been paid by the City.
